Relating to solid waste; transferring the household hazardous waste program from the pollution control agency to the office of environmental assistance, eliminating the appropriation from the solid waste fund to the PCA and appropriating money from the fund to the office for the program; further reducing a certain prior appropriation from the general fund to the office for SCORE block grants to counties, appropriating money from the solid waste fund to the office and reducing the base level funding for the grants with the intent to restore the funding in certain future fiscal years; modifying certain county recycling information, education and promotion requirements, requiring the director of the office to provide technical and financial assistance to public and private entities to ensure proper solid and household hazardous waste management; modifying the authorized uses of money received by counties for development and implementation of waste reduction and recycling programs; encouraging the governor to evaluate the advantages and disadvantages associated with the responsibility for appointing the director of the office of environmental assistance and make a recommendation to the legislature (ra)
