1.1 A bill for an act 1.2 relating to Chisago county; authorizing a fee schedule 1.3 for emergency medical services within the county; 1.4 providing for the charge, collection, and disbursement 1.5 of the fee; providing for a governing board to oversee 1.6 the use of the fee for authorized services; providing 1.7 for the fee to expire after three years. 1.8 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.9 Section 1. [LAKES REGION EMS SERVICE CHARGES.] 1.10 Subdivision 1. [AUTHORIZATION.] The Lakes Region emergency 1.11 medical services district may charge and collect through the 1.12 county with county property taxes, an annual service charge of 1.13 $5 per unit for properties in the primary service area within 1.14 Chisago county and $2.50 per unit for properties in the 1.15 secondary service area within Chisago county according to the 1.16 schedule in subdivision 2 for emergency medical services 1.17 authorized as provided in subdivision 3. 1.18 Subd. 2. [EMS FEE SCHEDULE.] 1.19 (a) RESIDENTIAL PROPERTIES UNIT VALUE 1.20 (1) Agricultural with Dwelling 1.0 1.21 (2) Seasonal/Recreational 1.0 1.22 (3) Residential Homestead 1.0 1.23 (4) Residential Non-Homestead 1.0 for up to three 1.24 living units 1.25 1.0 for each additional 1.26 living unit 2.1 thereafter 2.2 (5) Mobile Homes 1.0 2.3 (b) COMMERCIAL PROPERTIES 2.4 (1) Up to $100,000 valuation 1.0 2.5 (2) $100,001 to $150,000 2.0 2.6 (3) $150,001 to $200,000 3.0 2.7 (4) $200,001 to $250,000 4.0 2.8 (5) $250,001 to $300,000 5.0 2.9 (6) $300,001 to $350,000 6.0 2.10 (7) $350,001 to $400,000 7.0 2.11 (8) $400,001 to $450,000 8.0 2.12 (9) $450,001 to $500,000 9.0 2.13 (10) $500,001 to $550,000 10.0 2.14 (11) $550,001 to $600,000 11.0 2.15 (12) Over $600,000 12.0 2.16 Subd. 3. [USE OF FEE PROCEEDS.] The proceeds of fees 2.17 charged and collected under this section may be used to support 2.18 the providing of out-of-hospital emergency medical services 2.19 including, but not limited to, first responder or rescue squads 2.20 recognized by the Lakes Region emergency medical services 2.21 district, ambulance services licensed under Minnesota Statutes, 2.22 chapter 144E, and recognized by the district, medical control 2.23 functions set out in Minnesota Statutes, chapter 144E, and 2.24 communications equipment and systems. 2.25 Subd. 4. [BOARD.] (a) The district is governed by a board 2.26 made up of the members of the governing bodies including town 2.27 boards of local governmental units in Chisago county, as follows: 2.28 (1) three members chosen by all of the cities in a manner 2.29 convenient to them that reflects geographic balance; and 2.30 (2) three members chosen by all of the town boards in a 2.31 manner convenient to them that reflects geographic balance. 2.32 (b) If the members are not selected as provided in 2.33 paragraph (a), clause (1) or (2), by September 1, 2001, the 2.34 county board must make the appointments from the governing 2.35 bodies of cities under paragraph (a), clause (1), or from the 2.36 governing bodies of town boards under paragraph (a), clause (2), 3.1 respectively, and, in either case, reflecting geographic balance. 3.2 (c) A representative from the county board chosen by the 3.3 county board must serve as the chair of the district board. 3.4 (d) All members of the district board serve a three-year 3.5 term. 3.6 (e) A vacancy on the district board must be filled as 3.7 provided for the initial appointment. If the vacancy is not 3.8 filled within 30 days by the initial appointing authority under 3.9 paragraph (a), clause (1) or (2), the county board must make the 3.10 appointment as provided in paragraph (b). 3.11 Subd. 5. [PROCEDURE.] The Chisago county board must charge 3.12 and collect, and disburse the fees authorized in this section in 3.13 the manner authorized by ordinance for the charging, collection, 3.14 and disbursing of solid waste management fees within the county. 3.15 The county may proceed to collect unpaid fees under this section 3.16 in the same manner and extent, including interest charges, as 3.17 provided by ordinance for collection of unpaid solid waste 3.18 management fees. 3.19 Subd. 6. [ADMINISTRATIVE SHARE.] The county may retain up 3.20 to one percent of the fees collected under this section each 3.21 year for administration of the fee collection and disbursal. 3.22 Subd. 7. [SUNSET.] The fee authorized under this section 3.23 may be charged in 2001 payable in 2002, through 2003, payable in 3.24 2004 only. No fee is authorized in 2004, and thereafter, that 3.25 is payable in 2005, and thereafter.
