HF 2214 Senate Long Description
Providing for the financing of a major league baseball park; temporarily exempting real or personal property acquired, owned, leased, controlled, used or occupied by a major league professional baseball team from the property tax, subjecting the property to special assessments; exempting materials, supplies and equipment used in the construction of a baseball park from the sales tax, sunset; modifying the membership of the metropolitan sports facilities commission; creating a football stadium account in the special revenue fund, requiring the commission to deposit a certain amount of money from cash reserves into and upon sale of the metrodome to transfer the net sales proceeds to the account; providing for selection of a site for the baseball park, specifying certain consideration requirements of the metropolitan area city of location; specifying certain preconditions to the issuance of bonds by the commissioner of finance to finance the baseball park, requiring a certain minimum contribution from the team (Minnesota Twins) or other private sources, requiring continuation of the major league franchise in the metropolitan area for a certain number of years and certain assessments by the executive council relating to baseball economic reform; specifying a guaranteed maximum price city agreement requirement for the construction of a roof ready baseball park and certain performance bond requirements, requiring the baseball team to pay cost overruns; specifying certain labor and materials and baseball park use agreement and ticket affordability requirements, breach remedy; requiring payment to the state upon sale or transfer of the team, an attempt at community ownership before sale to others and an agreement between the city and the team relating to control and use of the team name and logo; establishing the sports facilities fund consisting of a baseball park revenue bond proceeds account for the crediting of bond proceeds and a baseball park debt service account to be used exclusively for the payment of principal and interest on the bonds, requiring the state board of investment to contract with team investment advisors for debt service account investment purposes and the commissioner to periodically review the investment performance, requiring an admissions surcharge under certain conditions; requiring a commissioner loan to the city from the bond proceeds account for site acquisition and preparation and baseball park design, construction, furnishing and equipment purposes, limit; providing for commissioner issuance of revenue bonds to make the loan, to establish a reserve fund and to pay bond issuance costs; granting the city certain local food and beverage and lodging taxing authority, referendum requirement; specifying an infrastructure expenditure limit; requiring and providing for imposition of an admission tax to be used for repayment of the bonds or to pay for baseball park improvements; authorizing imposition of a parking tax or surcharge; requiring design and construction of the baseball park by the baseball team, public hearing requirement; authorizing city issuance of an intoxicating liquor license for the baseball park premises and establishment of a condominium or common interest community (CIC) ancillary to the baseball park; granting the city certain alternative bonding authority under certain conditions; authorizing the city to establish a baseball park district, conditions; authorizing a joint powers agreement to serve as the host city; requesting the board of regents of the university of Minnesota to meet with the Minnesota Vikings and to consult with the chair of the metropolitan sports facilities commission to develop an agreement relating to a football stadium to be constructed on the university campus, owned by the university and used by the university football team and the Vikings, specifying certain agreement content requirements and requiring presentation to the legislature by a certain date; requiring the commission to meet with the sports team tenants of the metrodome to discuss terms and conditions of the respective use agreements to enhance team revenue streams (Ch. 397, 2002)
