Regulating state trunk and interstate highways located in cities; requiring and providing for local review of highway projects altering access, increasing or reducing highway traffic capacity or requiring acquisition of permanent rights-of-way; requiring the commissioner of transportation (DOT) to submit to the governing body of the city a final layout and project report covering the route location and proposed design of the highway for review and approval purposes, specifying certain public hearing requirements; requiring commissioner resubmittal of changes for approval after initial construction plans approval; authorizing the commissioner to refer final layout disapprovals to an appeal board, requiring a written appeal board report to the commissioner and the governing body with findings and recommendations; providing for commissioner action on approved or disapproved final layouts; requiring the commissioner to send a complete set of final construction plans to the city before the bid opening for informational purposes; requiring and providing for commissioner reimbursement of appeal board expenses; repealing certain existing provisions regulating review and approval of trunk and interstate highways running through cities (Ch. 191, 2001)
