Appropriating money to the commissioner of administration for grants to certain noncommercial television stations to assist with conversion to a digital broadcast signal as mandated by the federal government and providing for payment of the grants, requiring grantees upon full operation of the digital broadcasting infrastructure to make available to the state a standard definition digital channel for a certain number of hours per week to broadcast nonpartisan public service programming; reducing a certain prior appropriation to the metropolitan council from the general fund for construction of transit bus garages, appropriating a different amount of money from the bond proceeds fund to the metropolitan council and authorizing the issuance of state bonds for bus garage design and construction(Ch. 280, 2002 veto overridden)
