Sec. 2: Requires savings resulting from elimination of MinnesotaCare provider taxes and tax on nonprofit health plan company premiums to be reflected in health plan company premium rates; documenting compliance and enforcement regulations provided. Sec. 3: Tax rates established and defined based on "determinations regarding the balance of the health care access fund." Sec. 4: Amends Minnesota Statutes relating to taxes paid by health maintenance organizations (HMO), nonprofit health service plan corporations, and community integrated service networks to reflect changes in tax laws; language referring to "one-percent" tax removed; "contingent" tax defined. Sec. 5: Repealer.
