  1.1                          A bill for an act 
  1.2             relating to natural resources; allowing the Red Lake 
  1.3             watershed district to establish a manager position to 
  1.4             represent the Red Lake Indian Reservation. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [RED LAKE WATERSHED DISTRICT MANAGERS; 
  1.7   REPRESENTATIVE FROM THE RED LAKE INDIAN RESERVATION.] 
  1.8      Notwithstanding Minnesota Statutes, section 103D.301, the 
  1.9   managers of the Red Lake watershed district may petition the 
  1.10  board of water and soil resources under Minnesota Statutes, 
  1.11  section 103D.305, to establish a manager position to represent 
  1.12  the Red Lake Indian Reservation.  Notwithstanding Minnesota 
  1.13  Statutes, sections 103D.305, subdivision 5, paragraph (b), and 
  1.14  103D.311, subdivision 2, the manager for the position 
  1.15  established according to this section must be appointed by the 
  1.16  Red Lake Band of Chippewa Indians. 
  1.17     Sec. 2.  [EFFECTIVE DATE.] 
  1.18     Under Minnesota Statutes, section 645.023, subdivision 1, 
  1.19  clause (a), section 1 takes effect, without local approval, the 
  1.20  day following final enactment.
