Sec. 3: Chief administrative law judge given power to determine conflicts of interest for executive officers. Sec 4: Requires executive officers to attempt to avoid potential conflicts of interest. Sec. 5: Defines effective date for sections 1 to 6 as the day following final enactment of this bill. AE
