Minnesota for higher education asset preservation and replacement (HEAPR), for completion of the molecular and cellular biology building, for construction of a new art building and for an addition to the law school on the Minneapolis campus, for construction of a microbial and plant genomics center and for replacement and renovation of greenhouses on the St. Paul campus, for an addition to the technology and learning resources centers on the Crookston campus, for design of a sports center and a music performance laboratory on the Duluth campus, for renovation of the science building on the providing for the payment of debt service on state bonds sold to finance the college and university projects; specifying certain work program and semiannual progress report requirements of the commissioner of natural resources and the board of water and soil resources; authorizing the Minnesota historical society to spend nonstate money to commission a bust of former U.S. supreme court justice Harry A. Blackmun for installation in the state capitol; naming the hall at the North West company fur post interpretive center housing the exhibits as the Senator Janet B. Johnson exhibit hall; specifying certain bases for commissioner of finance bond sale timing decisions; removing the authority of the governor to control the sale of state bonds and certificates of indebtedness and the authority of the legislature to reauthorize bond authorization or bond proceed unencumbered balance cancellations; authorizing the commissioner to pay rebates to the federal government to maintain the federal tax exemption of bonds; providing for the deposit of certain fees and proceeds in the general fund under certain conditions; excluding facilities owned or operated by the Minnesota state colleges and universities, the university of Minnesota or private colleges or universities from bleacher safety requirements; requiring and providing for the RFA to establish and implement an agroforestry loan program; increasing the flood hazard mitigation grant level for projects in the Red River basin subject to a mediation agreement and approval by the Red River flood damage reduction work group; increasing the cost limit for eligibility for state owned dam repair or reconstruction grants; specifying certain conditions for pollution control agency issuance of permits for new wastewater treatment systems requiring a national pollutant discharge elimination or a state disposal system permit; requiring city adoption of a resolution for alternative discharging sewage system permittees to conduct activities in areas surrounding the city; removing future wastewater flows and loadings from the definition of essential project components for wastewater treatment financial assistance purposes; changing library accessibility grants to library facilities grants, authorizing the commissioner of children, families and learning to make the grants to renovate or expand existing buildings or to construct new buildings for use as libraries and increasing the monetary grant limit; increasing the bonding authority of the higher education facilities and the MnSCU board of trustees and authorizing the board to issue revenue bonds to refund previously issued bonds; authorizing the state armory building commission to provide partnerships with federal and state governments and to match available federal and local funds; authorizing use of a certain prior appropriation to the board for an addition to the graphic arts and dental space at St. Cloud technical college for predesign; expanding the authorized use of a certain prior appropriation to the commissioner of natural resources for a grant to Anoka county for the Rice Creek west regional trail in the city of Fridley for certain amenities at the trailhead; eliminating the use of a certain prior appropriation to the commissioner of administration for CAPRA for roof repairs at the Hastings veterans home; reducing the limit on the transferring of funds from the general fund to the state bond fund to pay the principal and interest on state bonds sold during a certain biennium; authorizing Ridgewater community and technical college to build an addition to kennels for veterinary technology at the Willmar campus with existing college funds; authorizing the MnSCU board to construct a campus security building and to lease state property at Moorhead state university; authorizing Minnesota west community and technical college to enter into an agreement with the YMCA for the lease of land on the Worthington campus; requiring theMnSCU board and the commissioner of administration and economic security to develop and report to the legislature by a certain date on a long range plan for the location of workforce centers on state college and university campuses; requiring the PCA in conjunction with the public facilities authority and other interested state agencies to by a certain date recommend and report to the legislature on the wastewater treatment evaluation process;
