Relating to capital improvements; appropriating money and authorizing the issuance of state bonds to acquire and better public land and buildings and other public improvements of a capital nature with certain conditions; providing a summary of appropriations to certain educational institutions; appropriating money to the board of regents of the university of Minnesota for higher education asset preservation and replacement (HEAPR), for completion of the molecular and cellular biology building, for construction of a new art building and for an addition to the law school on the Minneapolis campus, for construction of a microbial and plant genomics center and for replacement and renovation of greenhouses on the St. Paul campus, for an addition to the technology and learning resources centers on the Crookston campus, for design of a sports center and a music performance laboratory on the Duluth campus, for renovation of the science building on the Morris campus and for improvements to certain research and outreach centers, to the board of trustees of the Minnesota state colleges and universities for asset preservation and replacement, for certain improvements at the Anoka Hennepin technical college, the Fond Du Lac tribal and community college, the Hennepin technical college, Itasca community college, Mankato state university, the metropolitan state university campuses, Minneapolis community and technical college, Moorhead state university, Normandale and north Hennepin community colleges, Northland community and technical college, Northwest technical college, southwest and St. Cloud state universities, St. Cloud technical college, the university center at Rochester and Winona state university, for and acquisition of land, for certain small projects at certain colleges and universities and for systemwide remodeling and technology upgrades, to the commissioner of administration for certain improvements at the Perpich center for arts education, to the commissioner of children, families and learning for the metropolitan magnet school grant program, for expansion of the library for the blind, for youth enrichment grants, for construction of the Minnesota planetarium, for multicultural development grants to Watonwan county and to the cities of Pelican Rapids and Minneapolis, for library facilities grants, for independent school district 625, St. Paul to complete construction of a new achievement plus facility, for school building accessibility and school safety capital improvement grants and for early childhood learning facilities, to the commissioner of administration for the Minnesota state academies for asset preservation and for mold abatement and renovation of the west wing of Noyes hall and to the commissioner of finance for the energy conservation investment loan program in the department of public service; providing for the payment of debt service on state bonds sold to finance the college and university projects; excluding facilities owned or operated by the Minnesota state colleges and universities, the university of Minnesota or private colleges or universities from bleacher safety regulations; changing library accessibility grants to library facilities grants, authorizing the commissioner of children, families and learning to make the grants to renovate or expand existing buildings or to construct new buildings for use as libraries and increasing the monetary grant limit; increasing the bonding authority of the higher education facilities authority and of the MnSCU board of trustees and authorizing the board to issue revenue bonds to refund previously issued bonds; increasing a certain prior appropriation to the Minnesota historical society for the MnSCU board to construct the American Indian history museum and center at Bemidji state university and eliminating the match requirement and the deadline for initiation of the project; authorizing use of a certain prior appropriation to the board for an addition to the graphic arts and dental space at St. Cloud technical college for predesign; authorizing Ridgewater community and technical college to build an addition to kennels for veterinary technology at the Willmar campus with existing college funds; authorizing the MnSCU board to construct a campus security building and to lease state property at Moorhead state university; authorizing Minnesota west community and technical college to enter into an agreement with the YMCA for the lease of land on the Worthington campus; requiring the MnSCU board and the commissioners of administration and economic security to develop and report to the legislature by a certain date on a long range plan for the location of workforce centers on state college and university campuses; canceling certain prior appropriations for the southwest metropolitan integration magnet school in Edina and reducing the bond sale authorization accordingly (mk)
