Requiring the board of trustees of the Minnesota state colleges and universities to create a certain number of best in class regional programs to upgrade technical college training for production tasks in printing and publishing, specifying certain program requirements; creating a printing and education partnership committee to replace the Minnesota printing and industry partnership in spending available funds on designated projects and staff, specifying membership requirements and duties and providing for funding; requiring and providing for board best in class designations through a competitive process, state college and university system institutions to be eligible to apply, prescribing the request for proposals and selection processes, specifying certain duties of the partnership committee and providing for a review committee to make recommendations to the partnership committee, requiring subsequent partnership committee recommendations to the board; requiring periodic review by the partnership committee of best in class certifications for continuation determination purposes; specifying evaluation criteria for best in class applications; providing for local advisory committees for best in class programs, specifying certain consultation and reporting requirements; specifying certain required program curriculum and periodic review and accreditation requirements; appropriating money to the MnSCU board for the programs, requiring the use of certain amounts for the purchase of equipment and for facility and faculty expenses (ra)
