E Providing for the funding of transportation projects ARTICLE 1 TRANSPORTATION CAPITAL APPROPRIATIONS Appropriating money and authorizing the issuance of state bonds for the acquisition and betterment of public land and buildings and other public improvements of a capital nature relating to transportation with certain conditions; appropriating money to the commissioner of transportation (DOT) for certain trunk highway and state road construction and reconstruction projects including key bridges and certain sound abatement walls, for county state aid highways and municipal state aid streets, for construction of the Wakota bridge, for certain trunk highway facility projects, for the rail service improvement program, for a grant to Itasca county for certain improvements relating to construction of a new steel mill, for a study of the feasibility of extending the North Star commuter rail corridor to the city of Little Falls, for grants to certain cities and counties to mitigate the adverse impacts of increased railroad activity in the DM E corridor, for port development assistance grants to local government units, for a grant to the seaway port authority of Duluth to construct a warehouse at the public marine terminal, for local bridge replacement and rehabilitation and for grants to public transit systems, to the metropolitan council for bus garages and transit ways, to the commissioner of public safety for the state patrol Arden Hills training facility and for grants to drivers license agents for photo identification equipment lease and maintenance costs, to the commissioner of natural resources (DNR) for snowmobile trails construction and maintenance, to the commissioner of trade and economic development (DTED) for grants to the upper Minnesota valley regional development commission for the Minnesota River tourism initiative and to the St. Paul port authority for construction of new roads in the Maxson-Dale business center and to the commissioner of finance for bond sale expenses; providing for the transfer of a certain amount of money from the general fund to the highway user tax distribution fund; cancelling the unobligated balance of a certain prior appropriation to the commissioner of public safety for the state patrol training facility at Camp Ripley ARTICLE 2 TRANSPORTATION OPERATIONS AND POLICYRequiring the deposit of fees and fines collected by the emergency medical services (EMS) regulatory board deposited in the general fund in lieu of the trunk highway fund; creating a multimodal transportation fund for the payment of transportation costs and specifying certain authorized uses; prohibiting the payment of sales tax with trunk highway funds; providing for commissioner of transportation (DOT) approval and payment of supplemental agreements to trunk highway work contracts; increasing the motor vehicle transaction filing fee for deputy registrars, requiring the department of public safety to purchase and maintain photo identification equipment for current drivers license agents; authorizing the metropolitan council to issue obligations for expenditures under the regional transit master plan and transit capital improvement program and to sell or lease naming rights relating to light rail transit stations and apply the revenues to LRT operating costs; prohibiting expenditures from the trunk highway fund for nonhighway purposes and modifying or eliminating certain prior appropriations to reflect the prohibition; eliminating the prohibition on adding a certain amount of a certain prior appropriation to the department of transportation for greater Minnesota transit assistance to the base appropriation; eliminating the sunset of a certain provision allowing the use of certain lights on delivery vehicles; requiring a commissioner of transportation ramp meters study; proposing an amendment to the Minnesota constitution, article XIV to dedicate a portion of motor vehicle sales tax proceeds to highway and transit purposes; appropriating additional money to the commissioner of transportation for state road operations, to the commissioner of public safety for additional state troopers for state capitol complex security and to the metropolitan council for transit operations; requiring the commissioner of transportation to include in biennial budget submissions to the legislature recommendations for spending money in the multimodal transportation fund and appropriating money to the commissioner of finance for transfer to the fund (ja)
