Creating the job training coordination center in the office of strategic and long range planning, requiring the director of the office to appoint a manager of the center with experience in the job training needs of the private sector. requiring the cooperation of state agencies and local government units with the center; requiring the center to annually review state job training programs and make recommendations to the legislature relating to consolidation, modification, elimination and addition of job training programs and to the allocation of funds in the workforce development fund, requiring the center to establish accountability measures for programs to use in evaluating the programs; requiring the center to serve as staff to the governors workforce development council and requiring the council to consult with the center before allocating job training funds, providing for center policy direction; authorizing center grants to nonprofit organizations for job training programs, specifying certain evaluation requirements; appropriating money to the office from the workforce development fund for the center (mk)
