  1.1                          A bill for an act 
  1.2             relating to transportation; requiring study on 
  1.3             changing passenger vehicle registration tax to reflect 
  1.4             fuel efficiency. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [PASSENGER VEHICLE REGISTRATION TAX STUDY; 
  1.7   REPORT.] 
  1.8      (a) The commissioner of public safety shall conduct a study 
  1.9   to determine the feasibility of implementing a passenger vehicle 
  1.10  registration tax that includes a factor for vehicle fuel 
  1.11  efficiency in the tax computation.  The study must provide: 
  1.12     (1) recommendations for vehicle fuel efficiency ratings, 
  1.13  which should be eligible to receive tax reduction and the 
  1.14  appropriate tax reduction factor for each rating; 
  1.15     (2) estimates of the number and types of vehicles that 
  1.16  would receive a tax reduction; 
  1.17     (3) estimates of the administrative costs and timing to 
  1.18  implement such a system; and 
  1.19     (4) estimates of the potential revenue loss to the highway 
  1.20  user tax distribution fund. 
  1.21     (b) The report must be submitted to the chairs of the house 
  1.22  and senate transportation and tax policy committees by January 
  1.23  15, 2001.
