Modifying certain provisions relating to the prevention of cruelty to animals; authorizing animal control officers to request investigations of alleged violations; providing for the disposition of animals taken into custody after certain alleged violations; providing for a photographic record of evidence for seized animals and for the admissibility of reports completed by licensed veterinarians following examination of animals seized during investigation; modifying certain provisions regulating dangerous dogs; defining or redefining certain terms including the definitions of dangerous and potentially dangerous dogs; authorizing and providing for animal control officers to designate or declare dangerous or potentially dangerous dogs, authorizing and providing for owner appeal, specifying certain notice requirements and requiring the dog to be kept in a proper enclosure pending outcome; transferring the authority to issue certificates of registration to owners of dangerous dogs from the county to animal control authorities; eliminating the warning sign requirement and increasing the surety bond requirement, requiring surety or insurance companies to issue certificates of insurance to the animal control authorities; imposing a maximum registration fee and requiring annual renewal; eliminating certain exemptions from the registration requirements; eliminating the authority of counties to contract for services; requiring dangerous dog owners to notify the animal control authority of death or transfer of the dog; authorizing the authorities to impose certain additional requirements; making seizure optional and modifying certain conditions for seizure; reducing the time limit for reclaiming seized dogs; increasing the penalties for subsequent violation of the requirements and imposing penalties for certain additional violations; repealing a certain provision providing for seizure and destruction of dogs for certain violations (mk)
