Requiring the board of government innovation and cooperation to establish and publicize a program to solicit suggestions from state employees for ways to reduce the cost of operating state government or for ways of providing better and more efficient state services; authorizing the board to award bonuses to employees with suggestions resulting in a cost savings to the state, setting a maximum bonus; prohibiting discriminatory actions by employers against state employees submitting suggestions to the board; providing an income tax credit (checkoff) to fund the government efficiency suggestion program, specifying the maximum contribution and requiring the commissioner of revenue to annually report to the board a summary showing the total number and aggregate amount of contributions designated to the government efficiency suggestion program account and to transfer the total amount designated to the account; appropriating money from the account to the board for the suggestion program (ra)
