Relating to real property, enacting a new chapter relating to plats, coordinates, maps and surveysARTICLE 1 PLATSSpecifying the purpose and defining certain terms; requiring the preparation of plats by licensed land surveyors; designating municipalities and counties as platting authorities; providing for the presentation of plats for final approval by platting authorities, for the submission of plats abutting state highways to the commissioner of transportation (DOT) for comments or recommendations, for the submission of plats abutting county highways to the county engineer for comments or recommendations, for final action on plats by platting authorities, for review of plats by county surveyors as authorized by the county board and for the filing or recording of plats; regulating surveys, requiring and providing for the placement of plat monuments; specifying required graphics, providing for the showing of certain orientations, public ways, lots, blocks, survey information, easements, wet lands (wetlands), water and monuments and regulating plat sheets, designated survey calls, closure accuracy, scale, text and symbols; providing for documentation and recording; specifying certain powers and duties of county boards, requiring preparation of a comprehensive major street plan; providing for vacation of platted land, for correction of recorded plats and for the validation of certain plats, authorizing petitions to the district court for orders directing the recording of platsARTICLE 2 MAPS OF PLATS; RIGHTS-OF-WAYRequiring the preparation of maps or plats by licensed land surveyors; regulating graphics; providing for right-of-way acquisition and for filing and recording ARTICLE 3 COORDINATESProviding for a system of state plane coordinates to define and state the geographic positions or locations of points on the surface of the earth within the state and for a system of county plane coordinates to provide a ground level plane coordinate projection system; providing for X and Y coordinates; referencing and providing for the designation of certain zones; providing for the use of supplemental coordinates ARTICLE 4 SURVEYSGranting land surveyors access to land for survey purposes, requiring advance notice to owners or occupants, imposing liability for damages on the surveyors; specifying certain monument requirements; imposing a penalty for intentional removal, destruction or defacing of lawfully placed monuments; specifying certain renumbering and cross reference change instructions to the revisor of statutes; repealing certain existing provisions regulating plats, surveys, maps and coordinates (mk)
