Requiring the commissioner of economic security to establish a program of grants to nonprofit organizations to provide nontraditional career assistance and training programs to encourage and assist low income women with minor children in entering nontraditional careers in the trades and in manual and technical operations; authorizing and providing for the program to include outreach and career assistance components; specifying certain participant eligibility and program accessibility requirements; requiring the commissioner to require general employment and training programs receiving state funds to make available information about career opportunities for women in nontraditional careers; authorizing participation in the program by Minnesota family investment program (MFIP) participants with approval of the job counselor, granting eligibility for employment and training services, child care and transportation; appropriating a certain amount of the federal temporary assistance to needy families (TANF) block grant to the commissioner of human services for NCAT grants (mk)
