E Requiring voluntary and informed consent before the performance of abortions; requiring physicians performing abortions, referring physicians or registered or licensed practical nurses to provide certain information by telephone or in person to the female a certain number of hours before the abortion, exception for medical emergency, specifying informed consent requirements, providing for the mailing of certain materials to the female and for revision of information previously supplied under certain conditions; requiring the department of health to publish certain printed materials relating to the probable anatomical and physiological characteristics of the fetus at certain gestational increments and the methods of abortion procedures commonly employed and the risks of the procedures, requiring the materials to be available free upon request to persons, facilities or hospitals; specifying a procedure to be used in cases of medical emergency; requiring the commissioner of health to establish and maintain a statewide toll free telephone number and web site to provide certain information and referrals to local community resources to assist women and families through pregnancy and childbirth and during child dependency; providing for certain actions and injunctions for violation and imposing certain fines for contempt, fines collected to be sent to a special account at the department of health to be used for the printed materials; providing for certain cumulative rights for consent to medical treatment (mk, ja) Ch. 412, 2000 VETO)
