Relating to education; increasing the salary of teaching residents; clarifying the nonpublic pupil transportation aid formula and providing for charter school transportation aid; modifying certain qualifying school site requirements under the first grade preparedness program; continuing school district career and technical (secondary vocational education) aid; eliminating the dollar limit on metropolitan magnet school grants and authorizing metropolitan magnet schools to adopt health and safety programs and submit applications for health and safety revenue to the commissioner of children, families and learning, requiring allocation among member school districts; increasing the program growth factor for special education revenue determination purposes and modifying the special education base revenue formula; changing program growth factor to aid percentage factor for special education excess cost aid purposes and modifying the formula for the aid; modifying the definition of adjusted marginal cost pupil units to reflect the number of resident pupil units attending charter schools for the previous school year; modifying the determination of limited English proficiency (LEP) pupil units; providing an annual appropriation to the department of children, families and learning for integration aid; providing coverage under the group plan for state paid insurance and benefits to school district employees after a certain date; entitling school districts to matching state aid for the crime related costs levy, expanding authorized uses of proceeds from the levy to other expenses intended to improve student and staff personal safety and eliminating the exclusion of the levy from levy limits determination; modifying department of revenue assessment sales ratio studies basis for the computation of the net tax capacity of property within a school district; increasing the no election bonding limit of special school district 1, Minneapolis; increasing the maximum earnings for certain teachers resuming teaching after retirement; increasing certain prior appropriations to the department for secondary vocational education aid and the teaching and learning program, requiring use of a certain portion of the teaching and learning program appropriation increase for professional development services to teacher residents; repealing certain special education excess cost aid provisions and the sunset on secondary vocational education aid (ra)
