Relating to transportation; increasing the bonding authority of the metropolitan council for capital expenditures under the transit capital improvement program; eliminating the prohibition on adding a certain amount of a certain prior appropriation to the department of transportation for greater Minnesota transit assistance to the base appropriation; appropriating money to the DOT and to the metropolitan council and authorizing the issuance of state bonds for certain public transit assistance grants(ra)
