Modifying, recodifying and clarifying certain provisions regulating telecommunications services ARTICLE 1- MINNESOTA TELECOMMUNICATIONS ACT Minnesota Telecommunications Act ; defining certain terms and exempting private telecommunications services from regulation; specifying the powers and duties of the public utilities commission; requiring and providing for certification of telecommunications services by the PUC; establishing the universal service fund, surcharge, administrator and advisory board; restricting the discontinuation of local exchange service; providing for the regulation of services subject to effective competition, prices, large and small incumbent carriers, emerging competitive services, long distance and competitive local exchange carriers, competitive access and integrated communications services providers, interexchange access, interconnection and retail service quality, special incentives, discounts and promotions, service packages and individual service contracts; specifying certain telecommunications carriers notice and PUC rule adoption requirements; providing for PUC examination of books and records, for the handling of complaints and for appeals of PUC orders ARTICLE 2 - CONFORMING AMENDMENTSMaking certain conforming amendments to certain statutory provisions relating to school districts telecommunications grants, public utilities commission (PUC) filings, public utility rate hearings, cable communications, telecommunications services purchasing cooperatives and emerging telephone services; exempting communications equipment from the sales tax; specifying certain renumbering and cross reference change instructions to the revisor of statutes; repealing existing provisions regulating telecommunications services (mk)
