E Modifying certain provisions under the department of administration; expanding the authority of the commissioner of administration to grant easements or permits over, under or across state land and authorizing the commissioner to obtain easements or permits relating to state land; extending the expiration date of the state owned buildings energy conservation shared savings program; increasing the limit on projects requiring involvement of the designer selection board; authorizing the use of state parking lot or facility fees or charges for safety purposes and modifying the authorized uses of the surcharge for vehicles occupied by only one driver, excepting relevant collective bargaining agreement provisions from certain fees or charges use authority, authorizing use to acquire bus cards or other prepurchased fare devices for discounted resale to state employees; expanding access to the risk management fund to local government units; classifying certain information in bids and proposals as nonpublic data under certain conditions; expanding federal prepayment contracting authority to all state agencies; reinstating a certain previously repealed provision; repealing the responsibility of the commissioner for ongoing operations of state agency information technology activities (ra, ja)
