Modifying and expanding certain provisions regulating genetically engineered organisms to genetically modified organisms to monitor and regulate release for protection of humans and the environment and the rights of agricultural growers and consumers electing not to grow or consume genetically modified organisms; expanding the definitions of agriculturally related organism to produce grown and harvested in home vegetable gardens and of genetically engineered organism to genetically modified organism and defining agricultural grower and producer, GMO free content and technology use agreement; providing for the optional labeling of products from nongenetically modified organisms; requiring processors purchasing agricultural crops or livestock or partially processed components labeled GMO free to require an affidavit approved by the commissioner of agriculture signed by the producer or processor, specifying certain processor affidavit recordkeeping requirements, requiring availability for inspection by the commissioner; requiring separation of GMO free crops, livestock or partially processed components from other crops, livestock or components until packaging, specifying certain recordkeeping requirements; requiring the manufacturers of genetically modified seeds to provide written instructions on planting the seeds and growing and harvesting the crops to avoid cross pollination or other contamination with growing crops of nongenetically modified plant organisms, authorizing submission of the instructions to the commissioner for approval, specifying an approval time limit, imposing tort liability on manufacturers for failure to provide the instructions; requiring agricultural growers purchasing genetically modified seeds to provide sellers with a list of adjoining landowners before taking delivery of the seeds for transmission by the seller to the manufacturer for notice purposes, specifying certain notice and recordkeeping requirements, requiring manufacturers to investigate and resolve complaints and specifying certain manufacturer and purchaser technology use agreement requirements(ra)
