E Creating a state prevention council to develop a unified state strategy to ensure access to comprehensive high quality early childhood development and family support services and resources for children and families; providing for legislative, county, public and state agency appointments to the council and designating the attorney general and the chief justice of the supreme court as members; requiring the commissioner of children, families and learning to provide technical assistance to the council; specifying council duties including development of a long term state prevention plan to reduce child abuse and neglect, juvenile delinquency, substance abuse, truancy and other socially destructive behavior, requiring the council to submit the plan and recommendations to the governor and legislature by a certain date, requiring subsequent biannual review, revision and reports; appropriating money to the commissioner of children,families and learning for the council and to the commissioner of health for home visiting programs, specifying certain required uses (ra, ja)
