E Relating to natural resources; designating consolidated conservation lands as forestry or wildlife management areas with certain uses to resolve certain disputes relating to the status of the lands; establishing certain wildlife management areas in Marshall, Roseau, Beltrami, Lake of the Woods, Mahnomen and Aitkin counties and subjecting consolidated conservation lands in state wildlife management areas to payment in lieu of taxes on natural resources lands; requiring the commissioner of natural resources (DNR) to by a certain date identify and designate in wildlife management areas designated after a certain date corridor trails in certain corridors of disturbance determined by the commissioner as appropriate for connecting trails, forest roads and public highways to provide reasonable travel for all-terrain vehicles, requiring consultation with area users; requiring the Rapid River, Blanchard and Moose River forest roads open to other noncommercial vehicles to be open to ATV travel, requiring certain designated road and trail signs; expanding the definitions of acquired and other natural resources lands for payment in lieu of taxes purposes to include conservation lands acquired by the state designated as state parks or state recreation, scientific and natural or wildlife management areas; adding certain lands to Beltrami Island, Hill River, Lake of the Woods, Lost River, Pine Island, Red Lake, Savanna, Solana, Waukenabo, Wealthwood and White Earth state forests and to the Agder, Cedar, Eckvoll, Elm Lake, Espelie, Grygla, Moylan, Sem and Thief Lake wildlife management areas in Marshall county, the Marbel, Palmville, Roseau Lake, and Skime wildlife management areas in Roseau county, the Benville, Carmalee, Gun Dog, Hamre, Lee, Moose River, Red Lake, Saw-Whet, Wapiti, Willow Run and Wolf Trail wildlife management areas in Beltrami county, the Carp Swamp, Four Mile Bay, Graceton, Larry Bernhoft, Prosper, Rocky Point and Spooner wildlife management areas in Lake of the Woods county, the Aitkin, Grayling, Kimberly, Little Willow, McGregor, Robert Wickstrom, Salo, and Willowsippi wildlife management areas in Aitkin county, the Foote, Killian, Vanose and Wabun wildlife management areas in Mahnomen county and the South Shore wildlife management area in Lake of the Woods and Roseau counties; deleting certain lands from the Clear Lake and Lone Pine wildlife management areas in Aitkin county; prohibiting the dedication of additional consolidated conservation lands to the McGregor Marsh scientific and natural area until completion of the Aitkin county water planning task force study relating to water issues in the city of McGregor, public hearing requirement; providing for the exchange of certain land parcels in Waukenabo, Pine Island, Lake of the Words, Beltrami Island and Lost River state forests and in the Agder, Cedar, Espelie, Moylan, Sem and Thief Lake wildlife management areas; requiring the commissioner to develop recommendations on the designation and disposition of certain undesignated consolidated conservation lands for reporting to the county boards submitting resolutions to the commissioner for land review, requiring a commissioner report to the legislature by a certain date on final disposition recommendations and requiring the commissioner to report to the legislature by the same date on recommendations for disposition of isolated consolidated conservation lands in certain areas; specifying certain instructions to the revisor of statutes relating to the wildlife management areas (mk, ja)
