E Relating to natural resources; removing the number limit on designation by the commissioner of natural resources of lakes and streams as experimental waters; modifying certain conditions for the conduct of fishing contests without a permit, increasing the entry fee and total prize value limit; prescribing an application process for fishing contests requiring permits; specifying certain weekend limits and limiting the number of contests allowed per month on certain smaller bodies of water; authorizing the commissioner to set certain permit restrictions; permits to be nontransferable; excluding smokechasers employed on a temporary basis by the DNR from the definition of noncovered employment for reemployment insurance (unemployment compensation) coverage purposes; appropriating money to the commissioner for grants to Lake, Cook and St. Louis counties for emergency communications and response equipment and emergency planning and training to respond to major wildfires, requiring St. Louis county to use a portion of the grant to purchase a NOAA warning system to be used by the grantee counties (ra, ja)
