Providing for the management of gray (timber) wolves; imposing a criminal penalty for violating game and fish laws relating to wolves; authorizing the destruction of wolves in defense of human life, livestock, guard animals or domestic pets; authorizing the harassment of gray wolves under certain conditions; requiring the commissioner of natural resources (DNR) to investigate reported gray wolf takings and to produce monthly reports of investigative activities; authorizing the taking of gray wolves to protect property in the agriculture zone; prohibiting an open season for gray wolves for a certain number of years after delisting as an endangered species; prohibiting the release of wolf-dog hybrids and requiring a permit from the commissioner for the release of captive gray wolves; prohibiting violation of federal laws relating to wolves; requiring the commissioner in consultation with the commissioner of agriculture to adopt a gray wolf management plan; requiring the commissioner to provide a gray wolf control training program for certified predator controllers participating in gray wolf control and authorizing the commissioner to open a predator control area for gray wolves in the agriculture zone under certain conditions, restrictions, defining agriculture zone; requiring the commissioner to pay certified gray wolf predator controllers a certain amount of money for each wolf taken; authorizing the commissioner in consultation with the commissioner of agriculture to develop a cooperative agreement for gray wolf control activities with the federal department of agriculture; requiring the commissioner to report to the legislature by a certain date, specifying certain report content requirements; specifying certain phrase change instructions to the revisor of statutes(mk)
