Restricting the authority of the pollution control agency to require animal feedlot operators to upgrade existing feedlots, requiring the availability of cost share money for certain smaller feedlots; requiring specific law or PCA rule for the agency to impose conditions on feedlot permits; eliminating a certain priority on board of water and soil resources (BOWSR) cost share program grants for water quality management on feedlots; appropriating money to the board for the grants including financial assistance to meet feedlot runoff and manure storage requirements, for engineering assistance to design, construct and monitor cost shared feedlot runoff and manure storage practices to manage water quality and for pilot state cost share program grants to manage water and soil resources on manure applied land and to the water pollution control fund for the agricultural best management practices loan program (mk)
