E Relating to transportation; authorizing the commissioner of transportation (DOT) to convey fee title or easements held or owned by the state in land used to connect with a private road to the property owners served by the road; authorizing road authorities by agreement with the commissioner to advance funds to the commissioner to expedite development of interregional transportation corridors, providing for repayment by the commissioner with interest; requiring commissioner or local authority posting of established work zone speed limits and authorizing the establishment of a higher highway work zone speed limit on divided highways; transferring a certain appropriation from the alcohol impaired driver education account for grants to the Minnesota highway safety center at St. Cloud state university from the commissioner of transportation to the commissioner of public safety; modifying certain responsibilities of the commissioner of transportation relating to appearances on public transportation matters; requiring the commissioner to cooperate with federal agencies to harmonize state and federal transportation regulations, authorizing the commissioner to conduct joint hearings with federal agencies, to approve and establish freight rates and charges departing from the distance principle and to nominate members to joint boards as provided by federal acts; transferring certain responsibilities relating to motor or common carriers from the transportation regulation board (TRB) to the commissioner and modifying or eliminating certain former duties of the commissioner relating to common carriers; modifying certain provisions under the transportation revolving loan fund; modifying certain provisions relating to the statewide public safety radio communications system; expanding the authorized use of a certain prior appropriation to the commissioner for electronic communications to public safety radio communications system implementation; specifying certain phrase or term change and renumbering instructions to the revisor of statutes; repealing the transportation regulation board and certain provisions relating to discriminatory practices and duties of common carriers, the safe operation of trains, the removal or abandonment of railroad tracks and the regulation of railroad stations and terminals (ra, ja)
