Providing charity care aid to counties with hospitals with a medical assistance (MA) disproportionate population adjustment to prevent or reduce the reliance on county property taxes to meet the costs of providing medical care to indigent individuals not residing in the county; requiring hospitals to file annual reports with the county with audited financial statements and a schedule of the aggregate amounts of charity care for the previous year meeting certain specified criteria; providing for calculation and payment of the aid amount, specifying a total aid limit; requiring counties to use the aid exclusively for charity care aid to hospitals applying to the county for reimbursement; requiring county annual reports to the commissioner of revenue on use of the aid; requiring the commissioner to annually notify counties of the amount of reimbursements and appropriating money to the commissioner for payment of the aid (ra)
