E Requiring the commissioner of human services to establish and support a comprehensive initiative for certain homeless youth, youth at risk of homelessness and runaways by contracting with organizations and agencies providing street outreach, basic center shelter or transitional living or family reunification services for services to the youth, authorizing commissioner rules; requiring the commissioner to contract for certain street outreach programs, drop in services, basic center shelter and transitional living programs; requiring basic center shelters and employees to comply with court orders relating to maltreatment of minors, child protection and other applicable laws and to attempt to notify parents or legal guardians of runaways of location and status within a certain number of hours, specifying certain notice content requirements and allowing exceptions to the requirement for certain compelling reasons(ra, ja)
