E Relating to the classification and dissemination of government data; classifying data submitted to the legislative auditor by legislators suggesting topics for evaluation as private data upon legislator request; making conforming changes for the previously enacted government data practices law recodification relating to headnotes and provisions coded in other chapters; defining government entity, requiring copies of government data in electronic form upon request under certain conditions, authorizing a charge for actual costs; clarifying a certain provision providing for copyrights or patents of government data; limiting use of all data on individuals and dissemination of private or confidential data on individuals to dissemination necessary for the administration and management of programs specifically authorized by the legislature or mandated by the federal government; prohibiting the monitoring of citizens requesting access to public data; requiring government entity responsible or appropriate authorities by a certain date to appoint or designate employees to act as data practices compliance officials and to report to the commissioner of administration by a certain later date the names of the designated individuals, requiring commissioner biennial reports to the legislature on the progress of government entity compliance with the data practices requirements; clarifying the application of civil remedies for violations, authorizing the court to impose a civil penalty against government entities for noncompliance, requiring forwarding of a copy of the compliance order to the commissioner of administration and specifying certain court consideration requirements in assessing the penalty; providing for administrative remedies, authorizing and providing for the filing of complaints with the commissioner and providing for certain actions by the commissioner to resolve the complaints, providing for informal or formal resolution, prohibiting persons filing complaints from bringing actions for damages; license applicants or licensees designating residence or business addresses for contact purposes to consent to service of process at the address for legal or administrative proceedings resulting from licensed activities; requiring certain counties to notify property owners of the option to withhold personal information provided for property tax purposes for nongovernmental use; codifying temporary classifications of certain data submitted to the St. Paul housing redevelopment authority (HRA) and to the city of St. Paul by individuals and business entities requesting financial assistance; providing access to certain private or confidential court services data by state or local correctional agencies or facilities and making public the dates of birth in court services data on adult individuals; requiring the bureau of criminal apprehension (BCA) to make public criminal conviction data available on the Internet; classifying certain data on individuals receiving services from the department of children, families and learning; specifying conditions for the disclosure of personal and privileged or health data information held by health maintenance organizations (HMO); granting local government units access to certain information for child support enforcement or paternity establishment purposes; granting the federal immigration and naturalization service access to reemployment insurance (unemployment compensation) data on specific individuals and employers under investigation by the agency; expanding the authority of the departments of labor and industry and revenue to exchange information to taxpayer identity information relating to employees for tax administration and workers compensation support purposes; providing for presentence investigation reports to local correctional agencies or facilities; authorizing the fourth judicial district to establish a domestic fatality review team pilot project to review domestic violence deaths in the district, specifying the duties of the review team, granting the team access to certain records for review purposes, confidentiality and data privacy provisions, providing for immunity from liability for members and employees of the advisory board and review team(mk, ja)
