Relating to transportation; expanding the definition of street or highway to include exclusive bus transit ways and requiring the commissioner of transportation (DOT) to restrict the use of bus transit ways and high occupancy vehicle (HOV) and bus only shoulder lanes; creating a mulimodal transportation fund and a transit account and a statewide surface transportation account within the fund, transit account to be available to the metropolitan council for transit capital, operating and associated development purposes and surface transportation account to be available to the commissioner for statewide surface transportation purposes; requiring investment of money in the fund by the state board of investment; providing for use of the statewide surface transportation account for grants by the office of strategic and long range planning for community based planning relating to transportation investments, specifying certain project priority requirements; requiring the metropolitan council to give priority for expenditures from the transit account to transit service expansion and certain capital projects; modifying the deposit of proceeds from the sales tax on motor vehicles, requiring the deposit of a certain percentage in the highway user tax distribution fund and the remainder in the multimodal transportation fund; modifying the community based comprehensive plans review procedure of the office of strategic and long range planning; authorizing and providing for the metropolitan council to issue obligations for expenditures under the regional transit master plan and transit capital improvement program; requiring the commissioner of finance in consultation with the chair of the metropolitan council to submit a recommendation for a performance based funding mechanism for the metropolitan transit operations appropriation as part of the biennial budget recommendations to the legislature; providing for the creation and use of exclusive bus transit ways in and outside the metropolitan area; requiring the metropolitan council to prepare in consultation with the commissioner of transportation an advanced corridor plan containing certain elements, providing for public review and local participation; specifying certain preliminary engineering and final design requirements of the commissioner and providing for nonmetropolitan bus transit way plan review; authorizing the commissioner to acquire land for bus transit ways; proposing an amendment to the Minnesota constitution, article XIV to dedicate a certain percentage of the proceeds from the sales tax on motor vehicles to the highway user tax distribution fund for highway purposes; eliminating the repeal of community based planning provisions (mk)
