Requiring the amateur sports commission to develop a plan to stimulate the development of new facilities for soccer and other amateur athletic activities statewide and the submission of proposals for grants to assist with the development of the facilities, specifying certain plan content requirements and grant parameters and application and award requirements and options; requiring grant awards to be documented and governed by an agreement between the commission and the local governmental units receiving the award, specifying certain agreement requirements; authorizing counties to issue general obligation bonds to finance the acquisition and construction of qualified amateur athletic facilities for youth athletic activities under certain conditions; appropriating money to the commission and authorizing the issuance of state bonds for amateur athletic facility grants (mk)
