Relating to capital improvements, appropriating money and authorizing the issuance of state bonds to acquire and better public land and buildings and other public improvements of a capital nature with certain conditions ARTICLE 1 CAPITAL IMPROVEMENTS Providing a summary of appropriations to certain state departments and agencies and educational institutions; appropriating money to the board of regents of the university of Minnesota for higher education asset preservation and replacement (HEAPR), for completion of the molecular and cellular biology building, for construction of a new art building on the Minneapolis campus and of a microbial and plant genomics center and a biocontainment facility on the St. Paul campus, for renovation of and additions to the Kiehle building on the Crookston campus, for construction of a music performance laboratory on the Duluth campus, for phase 2 of the science and math building renovation project on the Morris campus and for remodeling of facilities and replacement of the sewage handling system for the Cloquet forestry center, to the board of trustees of the Minnesota state colleges and universities for higher education asset preservation and replacement including replacement or renovation of the boilers at Winona state university, capital repairs to athletic facilities at Mankato state university and completion of the heating, ventilation and air conditioning (HVAC) project at the Hutchinson campus of Ridgewater college, for certain improvements at Alexandria and Anoka Hennepin technical colleges, for construction of the American Indian history center and Northwest technical college technology laboratory building at Bemidji state university, for classroom, lab and recreational space at the Fond Du Lac tribal and community college, for construction of an engineering building at Itasca community college, for construction of a new library and information technology center and for remodeling of the Helland center at Minneapolis community and technical college, for student athletic facilities at Mankato state university, for certain improvements at Moorhead state university, Normandale and North Hennepin community colleges, Northland community and technical college, Northwest technical college Moorhead campus, the Rochester community and technical college, southwest state university and St. Cloud technical college, for certain hall renovations at St. Cloud state university, for a new science building at Winona state university and for land acquisition for metropolitan state university, to the commissioner of administration for certain improvements at the Perpich center for arts education, to the commissioner of children, families and learning for an east metropolitan integration magnet school grant to independent school district 6067, Tri-district, for a grant to the west metro education program to complete construction of the fine arts interdisciplinary resource school, for an alternative facilities design grant to independent school district 495, Grand Meadow for construction of a new school using monolithic dome construction techniques, for a grant to independent school district 25, Pine Point for construction of a new school facility serving Kindergarten through grade 8, for maximum effort capital loans to independent school districts 299, Caledonia, 306, La Porte, 38, Red Lake, 115, Cass Lake and 914, Ulen-Hitterdahl, for early childhood learning and child protection and youth enrichment facilities grants, for shelving in the library for the blind, for library access grants, for grants to the city of Minneapolis to design a new Minnesota planetarium and to construct the Glover-Sudduth center for urban affairs, education and economic development and for multicultural development grants to Watonwan county and Pelican Rapids for multicultural learning centers, to the commissioner of administration for the Minnesota state academies for asset preservation and for mold abatement and renovation of the west wing of Noyes hall, to the commissioner of natural resources for statewide asset preservation, for construction of a consolidated area office and service facility in Fergus Falls, for Americans with disabilities act compliance, for state park and recreation area acquisition, betterment and rehabilitation, for construction of a state geologic interpretive center at Moose Lake state park, for development of the Big Bog and Red River state recreation areas, for greater Minnesota and metropolitan area regional parks, for a grant to the metropolitan council to complete the Como park education resource center, for forest road and bridge projects and forestry recreation facilities, for state trail acquisition and development, for city of St. Paul for new permanent exhibits at the children's museum, to the adjutant general for kitchen facilities renovation, for asset preservation, for renovation of the military museum at Camp Ripley and for construction of a live fire tactical operations law enforcement training facility at the camp, to the commissioner of veterans affairs for a grant to women in military service for America memorial foundation for the women s memorial at Arlington national cemetery, to the commissioner of human services for systemwide roof repairs and replacement and asset preservation and for upgrade of Pexton hall at the St. Peter regional treatment center and for a grant to the board of directors of the Minnesota Indian primary residential treatment center to build a youth alcohol treatment wing at the Mash-Ka-Wisen treatment center, to the commissioner of administration for a grant to Ramsey county to construct an addition to the Gillette children s hospital, to the commissioner of health for a grant to an organ procurement organization for a mobile learning center, to the commissioner of administration for certain improvements at the Hastings and Minneapolis veterans homes and for asset preservation, to the commissioner of public safety for regional public safety training facility construction grants and for national weather service transmitters, to the commissioner of administration for certain improvements at the Faribault, Oak Park Heights, Lino Lakes, Red Wing and Stillwater correctional facilities, for a grant to the city of Bayport for the middle St. Croix River watershed management organization for construction of a sewer system and for asset preservation, to the commissioner of trade and economic development for certain public facilities authority projects, for the wastewater infrastructure fund (WIF) and clean water partnership loan programs, for redevelopment grants, for grants to Hennepin county to acquire and renovate a public service center as part of the great lake center empowerment zone project, to the city of Landfall housing and redevelopment authority (HRA) to repair or replace deteriorating retaining walls, to Kanabec county to install an elevator in the county building in Mora for ADA compliance, to Koochiching county for the cold weather testing facility and to the city of Minneapolis for empowerment zone projects public infrastructure improvements and for accessibility and security improvements at Farmamerica, to the housing finance agency for transitional housing loans, to the Minnesota historical society for historic site preservation and repair, for construction of the St. Anthony Falls heritage center and North West company fur post interpretive center exhibits and for county and local preservation grants and to the commissioner of finance for bond sale expenses; providing for the payment of debt service on state bonds sold to finance the college and university projects; specifying certain work program and semiannual progress report requirements of the commissioner of natural resources and the board of water and soil resources; authorizing the MnSCU board for Minnesota west community and technical college to enter into a lease agreement with the YMCA for lease of land on the Worthington campus; authorizing Ridgewater community and technical college to build an addition to kennels for veterinary technology at the Willmar campus with existing college money; requiring the commissioner of children, families and learning to review proposed plans and budgets of maximum effort capital loan projects for economical reasons and to study the restructuring of the loan program to allow more school districts to qualify for capital financing under the debt service equalization aid program and report to the legislature; requiring the commissioner of corrections to charge a per diem under Rush City correctional facility bed rental contracts to fund capital improvements; naming the hall housing exhibits at the North West company fur post interpretive center as the Senator Janet B. Johnson exhibit hall; providing for the sale of bonds to provide the money appropriated from the bond proceeds and maximum effort school loan funds; cancelling or transferring certain prior year capital investment appropriations for completed or abandoned projects and reducing the corresponding bond sale authorizations; specifying certain bases for commissioner of finance bond sale timing decisions and modifying or expanding certain reporting requirements; providing for the cancellation of general fund appropriations for capital improvement projects; removing the authority of the governor to control the sale of state bonds and certificates of indebtedness; authorizing the commissioner to pay rebates to the federal government to maintain the federal tax exemption of bonds; providing for the deposit of certain fees and proceeds in the general fund under certain conditions; including bleachers owned by the university of Minnesota, the Minnesota state or private colleges and universities in certain open space restrictions; establishing the Big Bog state recreation area in Beltrami county and the Red River state recreation area in Polk county; providing for the establishment of the Mill Towns trail; modifying certain requirements for regional trails grants; increasing the flood hazard mitigation grant level for projects in the Red River basin subject to a mediation agreement and approved by the Red River flood damage reduction work group; specifying certain conditions for pollution control agency (PCA) issuance of permits for new wastewater treatment systems requiring a national pollutant discharge elimination or a state disposal system permit; removing future wastewater flows and loadings from the definition of essential project components for wastewater treatment financial assistance purposes; creating a redevelopment account in the bond proceeds fund; authorizing the commissioner of children, families and learning to give priority to programs including services to refugee and immigrant families under early childhood learning and child protection facilities; eliminating the limit on metropolitan magnet school grants; restricting library policies prohibiting access to pornography on the Internet for accessibility grants eligibility purposes; specifying suggested criteria for university of Minnesota board of regents and MnSCU board of trustees capital projects requests; granting the MnSCU board certain additional property transactions, construction, repairs and improvements authority; increasing the bonding authority of the board and eliminating the subjection to resolutions authorizing outstanding revenue bonds; increasing the bonding authority of the state armory building commission and authorizing the commission to provide partnerships with federal and state governments and to match available federal and local funds; modifying the project funding limit and authorizing an increased level of funding for certain multijurisdictional projects under the wastewater infrastructure funding program; defining transitional housing for housing finance agency (HFA) loans eligibility purposes; authorizing the use of a certain prior appropriation to the MnSCU board for an addition to the graphic arts and dental space at St. Cloud technical college for predesign; modifying the use of a certain prior appropriation to the commissioner of children, families and learning for a grant to the Mcleod west school district 2887 for an educational facility; authorizing the use of a certain prior appropriation to the commissioner of natural resources for metro regional trails by the city of St. Paul for certain amenities at the trailhead to the Rice Creek west regional trail; modifying a certain prior appropriation to the commissioner of trade and economic development for a grant to the city of Hutchinson for a community civic center; modifying the use and extending the availability of a certain prior appropriation to DTED for a grant to the city of Lake Benton for a visitor center and railroad depot; eliminating the use of a certain prior appropriation to the commissioner of administration for CAPRA for roof repairs at the Hastings veterans home; reducing the limit on the transfer of funds from the general fund to the state bond fund to pay the principal and interest on state bonds sold during a certain biennium; requiring the commissioner of finance to implement the infrastructure reporting requirements of the governmental accounting standards board; requiring the public facilities authority by a certain date to recommend and report to the legislature on the wastewater treatment evaluation process; requiring and providing for the conveyance of certain state land to the city of St. Paul for certain building relocation and preservation purposes; renaming the visitors center at Lake Bronson the Victor Johnson visitors center; repealing a certain cost benefit analysis requirement for certain large state procurement contractsARTICLE 2 METROPOLITAN COUNCIL TRANSITAppropriating money to the metropolitan council for engineering, design and construction of an exclusive bus transitway, prohibiting use of money for light rail transit (LRT) or commuter rail purposes, requiring completion of the project with nonstate sources (Ch. 492, 2000)
