Relating to natural resources; authorizing the commissioner of natural resources to advance funds appropriated for natural resources programs to certain agencies dedicated to the goals and objectives of the DNR for the purpose of sponsoring or cosponsoring conferences and seminars relating to natural resources issues and management, requiring grants to or contracts with the agencies; modifying certain snowmobile information and safety education and training, all-terrain vehicle environmental and safety education and training, firearms safety and wildlife identification and hunter and trapper education programs fee requirements and authorizing school districts to cooperate with the commissioner and volunteer instructors to provide space for the classroom portion of the training programs; clarifying certain provisions prohibiting the operation of snowmobiles, all-terrain vehicles and motorboats under the influence of alcohol or controlled substance (DWI, BWI); expanding the composition of the outdoor recreation system; expanding the authority of the commissioner to support search and rescue operations, authorizing the use of trained forestry wildfire fighting resources at the request of an emergency response agency; modifying certain mineral lands provisions; eliminating certain references to permits; expanding the authority of the commissioner to designate mining units and eliminating certain mining unit contiguous tract requirements; modifying certain public notice requirements of the commissioner relating to public sale of iron ore or other minerals; increasing the fee for applications to prospect for iron ore and providing for payment to the commissioner; eliminating the sealed bid requirement for mining unit applications and modifying the bid acceptance procedure; authorizing and providing for the commissioner with approval of the executive council to issue iron or taconite iron ore mining leases through negotiations with applicants; eliminating the official seal requirement for mineral leases; modifying the procedure for the disposition of payments received for mineral rights; modifying the procedure for the mining of minerals other than iron or taconite ore; eliminating certain specified lease recording requirements of the commissioner and the fee; modifying the procedure for commissioner designation of stockpile mining units for disposal purposes; providing for the treatment of state lands held in trust for taxing districts and eliminating certain provisions relating to the grouping of mining units; changing certain references to copper and nickel to nonferrous metallic minerals; designating the Swan Lake migratory waterfowl refuge; authorizing the commissioner to permit licensed firearms deer hunters to change zone or season options before the start of the regular firearms season, authorizing the issuance of replacement licenses under certain conditions, fee; requiring the commissioner to conduct a separate selection for a certain percentage of annual moose licenses; expanding eligibility for separate selection of turkey licenses; eliminating trawling fees on Lake Superior; making permanent the authority to take two deer in Kittson, Lake of the Woods, Marshall, Pennington and Roseau counties; providing for commissioner acquisition of critical aquatic habitat; authorizing the commissioner to take catfish with seines, nets and other devices on the Minnesota Wisconsin boundary waters; modifying certain minnow retailer and turtle licensing requirements; clarifying the provision providing for forfeiture of motor vehicles for DWI, providing for sufficient notice to owners of motor vehicles not requiring registration; providing for the deposit of nongame field project contributions; increasing the dollar limit for natural resource projects requiring a performance or payment bond or bid deposit; providing for funding for search and rescue operations and requiring the superintendent of the bureau of criminal apprehension (BCA) and the commissioner to develop by a certain date criteria for determining the types of search and rescue operations allowed to be supported and report to the legislature by a certain date; granting legislative approval of the granting of a permit by the commissioner to the city of Grand Forks, North Dakota for consumptive use of water from the Red River of the North for municipal water supply purposes, specifying an expiration date; repealing certain existing provisions governing minerals and mineral lands and a certain provision requiring the commissioner to consider expanding the areas for hunting deer with muzzle loading firearms (Ch. 495, 2000)
