Modifying certain provisions relating to the recovery of costs and attorney fees from the state; expanding the definition of expenses to the reasonable costs of studies, analyses, engineering reports, tests or projects; modifying the maximum expert witness fee; increasing the maximum award of attorney or agent fees; expanding the definition of party relating to unincorporated businesses, partnerships, corporations, associations or organizations for civil action or contested case proceedings eligibility purposes; modifying and clarifying a certain provision providing for the award of fees and expenses in civil actions or contested case proceedings involving the state(Ch. 439, 2000)
