Providing for the funding of transportation projects ARTICLE 1 TRANSPORTATION APPROPRIATIONS Appropriating money to the commissioner of transportation (DOT) for certain trunk highway and state road construction and reconstruction projects including key bridges, the interregional corridor system, traffic flow improvement and bus transit ways, for county state aid highways and municipal state aid streets, for certain trunk highway facility projects, for the rail service improvement program, for a study of the feasibility of extending the North Star commuter rail corridor to the city of Little Falls, for a DM E rail line project working group, for port development assistance grants to local government units, for local bridge replacement and rehabilitation, for grants to public transit systems and for the major transportation projects commission, to the metropolitan council for bus garages and transit ways and operations, to the commissioner of public safety for grants to drivers license agents for photo identification equipment lease and maintenance costs, to the commissioner of trade and economic development (DTED) for grants to the upper Minnesota valley regional development commission for the Minnesota River tourism initiative and to the commissioner of finance for certain bond sale expenses and for transfer to the transportation revolving loan fund; cancelling the unobligated balance of a certain prior appropriation to the commissioner of public safety for the state patrol training facility at Camp Ripley; authorizing the sale of state bonds for certain projects; providing for a commissioner of transportation freeway or expressway ramp meters study and report to the legislature; requiring the metropolitan council to report to the legislature by a certain date on the future of the metro mobility paratransit system; requiring the commissioners of administration, transportation and public safety to convene a planning committee to report to the legislature on a plan for the development of a statewide shared public safety radio system, requiring a report to the legislature by a certain date; restricting the use of federal funds for light rail transit in the Hiawatha avenue corridor; eliminating the sunset of a certain provision allowing the use of certain lights on delivery vehicles; providing for commissioner of transportation approval and payment of supplemental agreements to trunk highway work contracts; requiring the issuance of trunk highway bonds by competitive rather than sealed bids; authorizing the motor vehicle registrar to suspend motor vehicle registration for payment of the registration tax with a dishonored check; exempting firefighting equipment dealers selling exclusively to local government units from motor vehicle dealer licensing requirements; eliminating the exemption for motor carriers of passengers from the temporary vehicle identification card requirement; requiring the department of public safety to purchase and maintain photo identification equipment for current drivers license agents; creating a major transportation projects commission to review and comment on proposed major transportation projects; requiring specific appropriation of funds for commuter rail facilities construction or equipment; restricting the use of motor vehicle carrier floater and temporary vehicle identification cards; authorizing the metropolitan council to sell or lease naming rights relating to light rail transit stations and to apply the revenues to LRT operating costs ARTICLE 2 TRUNK HIGHWAY FUND Prohibiting expenditures from the trunk highway fund for nonhighway purposes; requiring the deposit of fees and fines collected by the emergency medical services (EMS) regulatory board in the general fund in lieu of the trunk highway fund; prohibiting the payment of expenses relating to the sales tax, bureau of criminal apprehension (BCA) laboratory, office of tourism kiosks, Minnesota safety council, tort claims, driver education programs, emergency medical services board and Mississippi River parkway commission with trunk highway funds; modifying or eliminating certain prior appropriations to reflect the prohibition (Ch. 479, 2000)
