Modifying certain provisions under Minnesota utilization review act; requiring physicians conducting review to be licensed in the state and currently practicing in the same specialty as the physician ordering care; requiring physician consultants to be certified by the American board of medical specialists or the American board of osteopathy; requiring utilization review organizations to file annual reports with the commissioner of commerce, specifying report content requirements; requiring criteria used to determine medical necessity to be provided to the commissioner; expanding the definition of the practice of medicine to include persons making determination of medical necessity for covered services based on clinical information (rla)
