E Modifying certain provisions providing for medical assistance (MA ) coverage for special education health related services; updating school district obligations to federal law by reference; requiring individual education plan teams to consider and authorizing the teams to authorize services covered by medical assistance; requiring school districts to pay the nonfederal share of medical assistance services, prohibiting expenditures from federal funds, federal disallowances to be the responsibility of the school district; requiring the commissioner of health and the health related licensing boards to coordinate with the board of teaching in modifying licensure requirements for regulated persons for consistency purposes; modifying covered services; requiring the commissioner of human services to implement package, bundled and per diem rates for special education services for grouping purposes and to develop a cost based payment structure for payment of the services; medical assistance services provided under education or service plans by local school districts not to count against medical assistance authorization thresholds for the child; requiring the commissioner to amend the federal waiver allowing the state to separate out individual education and family service plan services for children enrolled in the prepaid medical assistance and MinnesotaCare programs, providing for payment on a fee for service basis upon approval; requiring the commissioner to examine opportunities to expand the scope of providers eligible for reimbursement for medical assistance services listed in individual education plans based on state and federal requirements for provider qualifications, requiring completion by a certain date in consultation with the commissioner of children, families and learning and the seeking of necessary federal approval(rla, ja)
