Modifying certain provisions regulating the practice of professional engineering including architects, engineers, surveyors, landscape architects, geoscientists and interior designers; prohibiting bidding on contracts without licensure or certification; expanding the scope of professional engineering practice; restricting incidental practice; regulating prime professionals; prohibiting certain conflicts of interest; defining certain additional terms; increasing and modifying the membership of the board of architecture, engineering, land surveying, landscape architecture, geoscience and interior design and modifying certain appointment and meeting requirements; specifying certain roster distribution requirements; requiring the engineering section of the board to adopt rules establishing minimum standards of engineering or design for each discipline of engineering tested or licensed by the board; specifying certain minimum license fees; expanding licensure or certification eligibility; requiring a complaint committee for each section of the board; expanding costs for disciplinary reimbursement purposes; granting the board certain stop order issuance authority; requiring and providing for review of uncertified work, specifying certain duties of the board; restricting the use of electronic signatures for certification of documents and alterations to and plan stamping of certified plans; providing for performance specifications; requiring and providing for the certification of plans submitted to building officials or public agencies for new or remodel construction; specifying certain certification requirements for prototypical or standard plans; authorizing withdrawal of certification under certain conditions; specifying certain additional requirements of corporations or partnerships practicing professional engineering, specifying certain responsible individual affidavit filing requirements (mk)
