Relating to the environment; increasing the amount of the balance in the water pollution control revolving fund authorized to be appropriated to the commissioner of agriculture for the agricultural best management practices loan program; requiring the public facilities authority to establish a drinking water infrastructure funding program to provide supplemental assistance to local government units applying for funding under the drinking water revolving fund or the federal department of agriculture rural economic and community development water and waste disposal loan and grants program for construction of or improvements to drinking water treatment systems; requiring supplemental assistance to be in the form of grants, providing for repayments deferral upon request of the commissioner of health under certain conditions; requiring projects certification and priority ranking by the commissioner; specifying eligible costs, certain funding limits and application and disbursement requirements; requiring use of repayments for additional assistance; specifying certain annual reporting requirements; requiring assistance recipients to establish system replacement funds, specifying certain maintenance and use requirements; appropriating money to the public facilities authority for state matching money for federal grants to capitalize the water pollution control and drinking water revolving funds and for the wastewater and drinking water infrastructure funding programs, to the commissioner of agriculture for best management practices and individual sewage treatment system loans, to the commissioner of the pollution control agency (PCA) for the clean water partnership loan and individual sewage treatment system programs and to the board of water and soil resources (BOWSR) for feedlot water quality management cost sharing contracts (mk)
