Relating to health; requiring the commissioners of commerce and health to adopt uniform billing standards for health care provider transactions to comply with certain federal requirements; changing the rural hospital planning and transition grant program to the rural hospital improvement grant program, expanding authorized uses of the grants to certain implementation and capital improvement projects, eliminating the minimum strategic plan requirements, modifying certain consideration requirements in awarding of the grants, delaying the annual application deadline and clarifying the authority of the commissioner of health to collect information for program evaluation purposes; providing medical assistance (MA) and general assistance medical care (GAMC) coverage for telemedicine consultations; requiring a cost based payment system for outpatient hospital facility fee services for critical access hospitals under medical assistance; appropriating money to the commissioner of health for rural hospital improvement grant program; repealing the rural hospital demonstration project and the rural hospital capital improvement grant and loan program (mk)
