E Modifying certain putative fathers adoption registry provisions; providing for the timely filing of registrations; modifying the classification of registry data, granting attorneys representing the birth mother or the adoptive parents and with signed affidavits access to data in the registry; requiring notice to the putative father of the jurisdiction of the filing of the adoption petition, requiring filing of the intent to claim parental rights form with the court administrator in the county of adoption petition filing, requiring the state court administrator to develop the notice form; authorizing foster parents to enter into communication or contact agreements, expanding the definition of birth relative to relationships by adoption for agreement purposes and modifying certain agreement requirements, requiring birth parent approval of agreements between adoptive parents and other birth relatives or foster parents, exception; requiring the court to mail certified copies of agreement orders to the parties to the agreement; requiring recognition of postadoption reports of foreign countries in intercountry adoption cases (ra, ja)
