Authorizing regional railroad authority grants or funds to the department of transportation (DOT), the metropolitan council and other state or local government units for railroad facilities acquisition and operation purposes; authorizing railroad authorities authorized to levy property taxes to issue general obligation bonds without referendum payable primarily from the taxes, requiring reduction of the maximum amount of annual property taxes by the amount of taxes levied to pay principal and interest due in the following year on outstanding bonds; expanding the joint powers agreements authority of regional railroad authorities to agreements with state agencies and the metropolitan council (rla)
