Modifying certain provisions under the Minnesota electronic authentication act; exempting the secretary of state in the role of licensed certification authority from the requirements of the administrative procedure act (APA) for certification practice statement adoption and amendment and certificate suspension or revocation purposes; creating the digital signature account in the special revenue fund for the deposit of fees recovered by the secretary and appropriating money in the account to the secretary of state to pay the costs of provided services, requiring transfer of money remaining in the account at the end of the biennium to the general fund; requiring certification authorities to require potential subscribers to appear in person to prove identity before certificate issuance, authorizing the secretary of state to establish standards for waiver of the requirement; recipients of digital signatures to become a party to and accept the terms and conditions of the certification practice statement; extending the maximum certificate suspension period; repealing a certain rule (ja)
