Requiring the peace officer standards and training board to by a certain date adopt a new or revised model policy governing the conduct of police pursuits of fleeing suspects, specifying certain model policy minimum content requirements and requiring the board to review and as necesssary revise the model policy in collaboration with certain peace officers associations; requiring municipal and state law enforcement agencies to establish and enforce policies governing pursuits complying with the model policy, specifying certain annual certification and POST board assistance requirements; requiring pre-service and in-service peace officer training in conducting police pursuits and other emergency vehicle operations; authorizing the board to impose licensing sanctions and seek injunctive relief for failure to comply with the requirements; requiring and providing for the commissioner of public safety to administer tire deflator and driving simulator distribution programs for local law enforcement agencies, specifying certain committee application evaluation requirements and certain requirements of agencies receiving the devices, requiring commissioner reports on the programs to the legislature by a certain date; appropriating money to the commissioner for the programs and to the POST board to increase reimbursements to local law enforcement agencies for training costs (rla)
