Appropriating money to the Ramsey and Washington county boards of commissioners for acquisition and development of a nonmotorized trail and route around White Bear Lake, specifying certain trail requirements, requiring a priority for sections serving as portions of the White Bear Lake to Stillwater regional trail; requiring the counties to cooperate and consult with the cities of Birchwood, Dellwood, Mahtomedi and White Bear Lake and White Bear township; specifying certain master and separate plan development requirements (rla)
