ARTICLE 1 - USE OF TOBACCO SETTLEMENT PROCEEDS; REPEAL OF MINNESOTACARE TAXESRequiring the commissioner of finance to deposit tobacco litigation settlement proceeds received after a certain date into the health care access fund, requiring the deposit of a certain amount into a national research account; eliminating the gross premium taxes on health maintenance organizations (HMO), community integrated service networks (CISN) and nonprofit health service plan corporations and the MinnesotaCare hospitals and health care providers gross earnings tax; eliminating the monetary cap on the senior citizen drug program and requiring the commissioner of human services to present to the legislature by a certain date recommendations and draft legislation to expand eligibility and establish sliding scale premiums for the program, specifying certain report content requirements ARTICLE 2 - CONFORMING CHANGESMaking conforming amendments to certain provisions relating to health care cost containment, health provider cooperative contracts, expanded provider networks, certain health related licensing board data collection requirements and tax data classification and disclosure(mk)
